What is the Debit Card Network card program?
The Debit Card Network card is a versatile financial delivery product. It delivers recurring or nonrecurring payments to individuals or payee recipients and also gives employees access to cash while performing their duties.
Funding
How do I fund the debit cards?
Standard ACH credit.
Do I have to fund the account before the debit cards are activated?
No, cards can be activated before they are funded. The cards must be funded before they are used.
Is the debit card tied to a checking account?
No, the debit card is tied to a bank settlement account. Checks are not offered.
What happens to unused funds?
Unused funds are returned from the card to the agency or card holder depending on use.

Implementation
How long does it take to implement the program?
A standard implementation takes 90 days.
Is there a minimum number of debit cards?
No, there is no minimum order requirement.
When do the debit cards expire?
PIN-based cards will expire 36 months from card creation. Signature-based cards will expire in 72 months. Cards can be suspended for up to 60 days.
Can I customize a card image and how much does it cost?
Custom card design is available at additional cost. The actual cost is dependent on custom design specifications, including order quantity, card image, and embossing, as well as sorting/packaging requirements.
What training is available on-site?
Training is available in person or via the Internet through a web and an online help feature.
Is there customer service available 24x7? Is it multi-lingual?
Yes, customer service is available 24x7 and the languages supported are English and Spanish.
Is this a signature-based or PIN-based debit card?
Both options are available.

System Access and Reporting
What are the system requirements?
To access the Debit Card Network card program, the company must have Internet access.
Can I assign user-based access? If so, how many levels?
There are two different levels of user access. Each is limited to specific profiles or groups of profiles, and there is a maximum of five profiles or groups.
1. Company User (Funding and Enrollment)
• View demographic data on existing cardholders.
• Enroll new cardholders.
• Modify demographic data on existing cardholders.
• Fund/un-fund accounts within individual limits specified. Note: All funding limits are subject to limits in system for profile.
• View reports.
• Activate and fund PIN-based cards, if applicable.
4. Company Inquiry User
• View demographic data on existing cardholders.
• Able to view reports.
What type of reporting is available?
All reporting is Web-based and can be accessed through the Debit Card Network card system.
• Enrollment Status Report: Provides internal and external users with enrollment status information.
• Cardholder Status Report: Displays a query of cardholder statuses within a profile for the previous 180 days.
• Customer Profile Report: Provides a report that will identify the number of accounts per member profile and list all the customers for a specific company.
• Pending Enrollment Confirmation Report: Shows all enrollments where the required hardcopy documentation has not been received within a defined period of time.
• Batch File Processing Report: Provides the file status of the batch file received by Debit Card Network.
• Adjustment Summary Report: Shows summary information for all funding adjustments performed within the profile for a selected date range.
• Adjustment Detail Report: Shows the detail of each adjustment transaction within a selected profile for a selected date range.
• Card Online Activity Report: Shows card activation and reload transaction information.
• Direct Deposit Information Report: Provides direct deposit information for a selected profile within a selected date range.
• Cardholder Status Activity Report: Shows cards that have had their status changed recently. Can be sorted by date and reason.
